The bottleneck moved

The intelligence cycle — plan, collect, process, analyze, produce, disseminate — was born in 1947, in a world where information was scarce and expensive. Today the CTI analyst doesn't suffer from scarcity, but from excess. AI has already absorbed collecting, normalizing, deduplicating, correlating, summarizing and drafting. What remains is judgment — and it's the one part the profession never treated as data.

The report is a lossy format

The narrative product compresses days of work into a few pages and discards exactly what would allow auditing, correcting and learning: the weighting of evidence, the alternative hypotheses, the assumptions and the falsification criterion. What's left is a statement with the appearance of authority and nothing underneath.

The uncomfortable test

Two questions separate those who produce intelligence from those who produce content: how many analytic statements did your team publish in the last 12 months? and how many came true? Everyone answers the first. The silence begins on the second — because the statements were written in a way that prevents the answer.

The minimum unit: the judgment record

The proposal is to trade the report for a smaller, harder object: the judgment record — a single statement, recorded with all the structure that sustains it, at the moment the analyst makes it. Three properties define it: atomic (one statement per record), immutable (changed your mind, create a new one pointing to the previous) and resolvable (born with a date on which someone checks whether it came true).

Measure the judgment — and treat AI as a source

With a few dozen resolved records, you can measure calibration objectively (the Brier score). And AI takes its proper place: as an evaluated source, with identifier, method and reliability — never as an oracle that writes in the field that will later be measured.
